Commissioned to develop a Football Foundation application for the development of two full-sized, fenced and floodlit 3G artificial grass pitches (AGPs) along with refurbishment of the adjacent leisure centre changing rooms and conversion of a former squash court to new changing facilities.

Through discussion with the local authority and the Football Foundation, we proposed a new standalone changing pavilion closer to the AGPs would represent better value for money.

The commission expanded to include the development of a single storey, traditionally built changing pavilion with photovoltaics comprising four team changing rooms with integral showers and WCs, officials’ accommodation, separate accessible changing, a sports development office, a large club room / social space with a kitchen and serveries, and separate toilet provisions.

The scope of the project was widened to include a car park extension, improvements to the highway junction, and extensive tree planting.


SWA prepared and submitted an application to secure full planning approval for all elements to be developed on this site including the AGP designs. This involved negotiations with Highways England as well as managing a range of surveys and assessments including eDNA testing for Great Crested Newts on a neighbouring pond.

SWA prepared detailed tender documents for the new changing pavilion plus car park and access works and administered the tender process in consultation with the Council’s procurement team.

We prepared and submitted a successful Football Foundation application including substantial consultation with adjacent school, local clubs, and the County FA. The Council is now in receipt of a Football Foundation award of over £840,000.

Having prepared all specifications and contract documents, SWA has now been commissioned to undertake Project Management, Principal Designer and Employers Agent functions in the administration of the changing pavilion contract along with oversight of the whole Playing Pitch Hub site development.


The whole project was funded in the main by S106 monies but with a £840,127 award from the Football Foundation. The value of the works was as follows:

  • £1,260,128 – two full sized fenced and floodlit 3G AGPs;
  • £1,139,620 – new changing pavilion, access and car park works;
  • £ 226,925 – other costs including all surveys, statutory fees, discharge of
    conditions and professional fees.


  • Commissioned – July 2020 followed by design work, planning, funding submissions, tender process and contract let.
  • Football Foundation application – January 2021.
  • Pavilion contract – start on site late June 2021; completion due January 2022.
  • AGP development – start on site July 2021; completion due November 2021.
